Toast the hazelnuts in a dry pan until just releasing their oils
Reserve 35 of them
Chop the rest in a food processor
In a small bowl, mix the Nutella and chopped hazelnuts until well combined.
Freeze until the mixture is stiff enough to be moulded and rolled into balls. Working quickly while the mixture is stiff, mold one teaspoon of Nutella mixture around each hazelnut
Now roll in the chopped wafers. Freeze again until the balls are firm. Melt the milk chocolate ina bowl over a pan of simmering water
Dip each ball into the melted draining off excess chocolate.
Sprinkle over more wafers
Let sit until set then put into petite four cases
